Not always. Tuvok on Voyager is in many episodes (almost all of them) and yet he's never shown as an asshole (not the real Tuvok that is).

I think Neelix might disagree. Possibly Tom Paris and Chakotay as well.

I don't think so. If anything Neelix is seeking Tuvok's respect. Paris has his own issues to deal with. As for Chak, once he's got over the fact that Tuvok was spying against the Maquis he was perfectly OK with him.
