You got to wonder are those pleasure gardens? Food production? Are they raising free-range Kelpian in the ring structure? And who lives there? It seems to me that’s not just a Palace but a warp capable Capital City and administration center.

Can anything raised on a spaceship really be considered free-range?

I think we might be on sorta the same page, though. I think the size of the ship is meant to convey that it is entirely self-sufficient and independent of any planetary dependencies.
