Just about every episode of TNG seemed to have a bizarre lack of alacrity. They seem to just to kind of stroll about, even when there's supposed to be some important, tense thing happening. Warp core breach in progress, Geordie takes a brisk stroll to engineering. Was there a no running clause in their contracts ?
Roddenberry's idea seemed to be that 24th century humans would be ruled more by intellect and logic than emotion - think "Vulcans on Valium". So many times there's an urgent moment and Picard, as if he just woke up, goes "Helm... set course, blah blah blah point blah. Engage". Only in TBOBW he actually felt a need to ramp up the tempo. And "Hunted" is not the only episode where there's impending doom and as such people walk about as if they're 5 minutes early to get their morning weed. DS9 is so refreshing in that they loosened the restriction somewhat.
Then again, episodes like "Contagion" (one of season 2's better episodes) do show Geordi running - thankfully!!
