The Kazon were not aware how much power reserves the Ocampa had.
For that matter, they had no reason to think that the energy barrier would go down in the first place (we don't know that either).
Also... how stupid can the Caretaker be?
Why provide the Ocampa with energy supplies from space instead of constructing geothermal power generation itself that would be able to sustain the Ocampa indefinitely?
Also... there are numerous Ocampa who went directly against the Caretaker's wishes and as a result would have already done some preliminary preparations before the energy reserves ran out (water on the other hand is something else and was never mentioned as being a problem - and they seem to have an ample supply of it underground to begin with - and more than enough technology to start figuring out how to create more via technology).
As for the Kazon emerging as a galactic power... doubtful.
The progression of the Ocampa and balance of power of that whole sector was disrupted by the arrival of Nacene (the Caretaker).
To that end, the continuing presence of the array and the Caretaker kept the Ocampa in stagnation mode for a long time - otherwise, they might have been on the level of the Federation by the time Voyager arrived - and the Kazon Ogla wouldn't be able to get to the planet or its kelbonite deposits.
By taking the array and the Caretaker out of the picture, Janeway effectively returned things to pre-Caretaker state, giving the Ocampa the chance to progress technologically.
And if the Kazon Ogla are still there... well, that would be their first problem to deal with upon returning to the surface.
For that matter, Kes decided went back to Ocampa at most 5 years and 11 months after Voyager's departure.
Which means the Ocampa would have to 'fend for themselves' for about 11 months until Kes gets back and encourages their mental and technological development - though they would already be on their way of doing the latter at the very least.
