Why do you continue to tell me that it is a personal disappointment, when I have explained that to me the script and characterization is the major issue. That's very presumptuous and condescending to someone you don't know. I don't see the point of continuing the conversation since you prefer to keep your self perceptions rather than engage in a rational discussion.
It’s your opinion which isn’t the same as a fact. The film doesn’t work for you and thats fine. It still works for a lot of other people and thats fine, too.
Staying on the Gorn discussion, to me, it looks like the Federation recently (just a few years ago) established the small colony with its command center and living quarters in an older but abandoned alien compound/fort. If so, then the Federation is aware that Cestus Three could have been previously claimed by some alien race, but since it was abandoned, they just planted the flag and said, "mine". Based on McCoy's comment about "I, for one, could use a good non-reconstituted meal.", this implies that the colony has some sort of agriculture production that probably includes both farming and livestock outside the old fort with all the colonists living inside it.
A little later while patrolling its outer space border, a Gorn warship finds invaders squatting in their old outpost (which they vacated long ago since this area of space posed no threat to them up to this point). This means war!
The Gorns secretly spy on the invaders and learn they are part of a vast economical and militarist federation. They also learn that the only real military threat in this region of space is one patrolling starship. Arena takes place. YMMV

Cestus 3, using the Federation name, was a largely forgotten corner of Gorn space they saw no value in…until someone else moved in. Or they simply thought of it as within their sphere of influence even if that wasn’t obvious to anyone else.
If the Gorn captain had indeed acted on his own then maybe their was no Gorn squadron waiting ahead to overwhelm the Enterprise. Although there is no mention of it in the episode the Gorn ship could have been signalling ahead for reinforcements. Otherwise his behaviour looks to be one of fear—he managed to destroy the outpost, but not the Enterprise so he ran rather than try to engage a dialogue.

I might have had Tholians and other, more exotic entities lie closer to the galaxy center, Medusans even closer…and Metrons…to imply that the closer you get to the core…the more energy you face.
The closer you get to the galactic core should also reveal the oldest races and planets! Unless they left that part of the galaxy for younger worlds maybe like the Metrons?

Recreate that cheesy costume in CGI and show those beings moving like velociraptors - in a lower gravity environment. All of a sudden, slow Gorn makes more sense. The Metrons picked a world with Earth gravity to even the odds. On Cestus 3, they weighed much more than they were accustomed to weighing.
First, this is an alien so I’m not sure how the Earth references would be relevant. I explicitly said if it was from a low gravity world. No Earth animal is from a low gravity world.
But, just to play along, African elephants can run 25 mph. Rhinos up to 35 mph. Even hippos can run 20 mph. If you limit yourself to reptiles, 1000 lb alligators and crocodiles ambush at high speeds over short distances. The rule of big can’t move fast only applies compared to very fast animals.
