The focus of “The Deadly Years”

Everyone at the competency hearing is just staring and feeling sorry, instead of saying “Look, sir, this isn’t about Code 2 or Code 3.
Not quite everyone, I think two of the three senior officers who were suppose to pass judgement on Kirk were, for the most part, napping during the hearing. I do understand what you are saying, though. As a viewer, I found some of the scenes of the hearing to be unintentionally funny.

There were aspects of the hearing that seemed almost absurd. Senile and doddering officers are asked to pass a fair judgement on competency. I suppose their own competence could have been questioned. Of those who were afflicted, Spock was only one at the hearing who came across as competent. Spock did put up a good performance. As Kirk later mentioned, Spock would have made a good prosecutor.

At the hearing, there was a blond haired yeoman Atkins, who tried to make excuse for Kirk's lapse of memory about forgetting he signed some document, when Spock questioned her. I thought that was admirable of her. I wonder if Kirk rewarded her loyalty, after things got back to normal.

As far as the makeup goes, I thought the old age makeup on Kirk, Spock and Scotty were decent. The old age makeup on Lt. Galway might have been the worst. McCoy's makeup was ok, but the color of his wig was peculiar. Still, that makeup was much better than the one he had on TNG, imo.

Yeh there were good touches in this episode - Atkins/uhura's loyalty. Even Spock's loyalty. Spock helping Scotty out of sickbay.
McCoy being a cantankerous old doctor. Why doesn't he try to help Spock's sensitivity to the cold.? Because he's good something better to do ?. Because he doesn't want to? Because he's a cranky old man ? Who knows.
Plot wise it leaves a bit to be desired - you know Romulans being there in force just when the Enterprise crossed the line. You know space is big, very big.
 
An extra detail I only noticed on my last rewatch was as the crew get more aged, the actors don baggier uniforms to imply that their bodies are getting more thin and frail.

Well Troughton's trousers were far too small for Pertwee and Hartnell's clobber changed with him into Pat for some odd reason! Davison was wearing tom's shoes for his first story where as Tom had his brown boots on for his death scene!
And I don't think they made Sylvester look weird enough when he was wearing Colin's clothes!!!
