All these shows have the same executive producer. Anytime we had crossovers in the past the writers on each show work together. When Barry appears on Arrow now they work with his shows own writers on what they can do.

According to this article on TVLine, Wentworth Miller has signed a cross series contract that contracts him to all of the Berlanti shows at once so that he can pop up anywhere.Once Cold and Heatwave joined Legends, they didn't show up on Flash again. Black Siren was a Metahuman, so the choker was just a regular piece of jewelry. If you look it was pretty clearly just material with a pearl or something in the center, so taking it off wouldn't have made a difference. She was working for Zoom, and it's been made clear that all of Zoom's lieutenants are Metas, so it wouldn't make sense for her to not be. The effect was also totally different from what we see when Laurel 1 used the sonic device.I Although it was brief, they had interesting interactions. Black Siren was pretty intense. I don't get why she got to keep her screaming device, though. It seems like that would be something that Barry could have removed easily.

That, and Zoom clearly called Barry "Flash" in front of everyone.As has been pointed out by others, Wally saw Barry run out of the house at super speed at the end ofmthe episode. He clearly had a look of surprise. So he does now know Barry is the Flash.

I know it's sounds like I am expecting too much realism from on a series built on fantasy.
It might depend on how Star Labs was formed. It's possible that Barry is more of a trustee than an owner. Though, even if Star Labs is strictly private property: a judge might be inclined to let Barry keep it all as restitution for the murder of Barry's mother. Others would have lesser claims (legally speaking, based upon what information was available to them), and it's possible that Eobard took care of all those claimants (legally or not) prior to being wiped from existence (at least, in respect to the first particle accelerator explosion).Barry was left the place by Wells in his will. But you think he would have tons and tons of lawsuits to deal with as well
