The Federation without Earth

There are even Vulcan-only Starfleet ships.
The Immunity Syndrome never refers to the Intrepid as a Starfleet vessel, the Vulcans do have their own ships.

DS9 does show a small Starfleet scout with a largely Vulcan crew, but it not clear if it's solely Vulcan.

I'd say it sort of implies it. The ship doesn't have a Vulcan name and its referred to as a "starship". Dialog also indicates the Intrepid was sent by Starbase 6 to investigate the lost of contact with solar system Gamma Seven-A.
 
The name could be a native one, merely translated - but I don't think Vulcans would really choose to value the quality of failing to be sensibly trepid...

The idea that Starbase 6 sent the ship is not particularly strongly expressed. All we know is that the SB was in contact with that ship. But if SB 6, the Intrepid and the Enterprise all operate so seamlessly together, it becomes somewhat academic whether they are all part of the same organization. An all-Vulcan ship serving Starfleet interests is confirmed in any case...

If as many as 1% of the Feds really were in the warrior business (and that's enormous - which nation on Earth would have one citizen in hundred committed to its military, unless it's hotly engaged in war?), we'd see much more efficient response.

Several countries today that are at peace but in a precarious strategic position have active-duty militaries comprised of 1% or more of their population, including Greece (1.6%), Jordan (1.6%), Korea (1.3%), Lebanon (1.7%), Singapore (1.5%), Taiwan (1.2%), and the U.A.E. (1.1%).

(Including reserves would allow a large number of countries to surpass 1% - often by several multiples - but it wouldn't be appropriate to consider reserve forces against an active-duty Starfleet.)
 
Humans are the cannon fodder of Starfleet. The other races are too smart to start sending their people en masse off to die fighting Klingons and space ameobas. They depend on that unique blend of curiosity, bellicosity and stupidity that is the hallmark of homo sapiens.
