This is the way I see it. As someone who was an Admiral and a President, either form of address would be applicable. Take for example George Washington, Ulysses S. Grant, or Dwight Eisenhower. They were all generals and U.S. Presidents - and throughout their lives, even in their post-presidencies, they were often referred to as "General."

George Washington actually preferred to be known as "General Washington" after his presidency. (Much is made of this at Mount Vernon.) He felt that he had earned his military title, and that the title "President" should only be applied to the person incumbent to that office.
 
Well, they also wrote his speech at the end of Terra Prime which I thought was great, so even if he kept them as President they might come up with something good. :)
 
I definitely think that he would've have made Admiral, though not sure as an insructor, and definitely not in the diplomtic area as he was as diplomatic as Kirk. I thnk he would have been an Admiral in the war room deciding on tactics.

That was the practice up until about the Truman/Eisenhower era. After then, it became more common for former Presidents to ask to continue to be called "Mister President;" Eisenhower preferred to be called "General" after his presidency was over, but the practice of calling former Presidents "Mister President" has endured since then and supplanted the old practice of only applying that style of address to current Presidents in popular practice (though not on paper).
 
Seems to me it all depends on how he would want to define his legacy -- or it could possibly be contingent on context.

I like him being a President. I assumed Scotty beamed his dog away when he was still an Admiral. Even if he did become President, I could see Scotty refering to him as Admiral since that was his rank at the time.

Well, Scotty would have to be awfully old if that were the case. Archer was elected President in 2184; ST09 was set in 2258. So Scotty would have had to have been stuck on that ice planet for 74 years! ;)
 
Maybe by the time Scotty accidentally beamed Archer's beagle away, Archer hadn't been President for so long, but had remained with Starfleet in some capacity (maybe Academy Commandant like others have suggested) that most people, or at least those in Starfleet, still thought of him as Admiral Archer by the 2250s.
