Stallone was actually trying to get Ben Kingsley for that part.

And Forrest Whitaker had to drop out of the part played by Terry Crews due to a scheduling conflict.

^I think Sir Ben was going to be in this the same way he was going to be in Christopher Moltasanto's movie in The Sopranos. And Forest's 'scheduling conflict' probably meant he was washing his hair that day!
