It's probably because some people haven't seen anything but the new series so, they give the negative to the other Doctor they've seen, be it Eccleston or Tennant, and there more Tennant fans than Eccleston fans.

Yeah, I don't mind Eccleston - I just don't feel qualified to vote minus or plus for Colin Baker or Patrick Troughton, as I've seen hardly any of either of their tenures so Eccleston is tied for my least favourite with Pertwee, who gets an equal share of minus points.
