I don't know, Even Picard himself questions the Hugh decision, after the fact, & TBH, he doesn't always fall on the side of right, from the jump. In both of Data's rights episodes, he initially doesn't get on board until Data makes a salient point that is too hard to overlook. It's rare, but he's not a perfect morality barometer eitherI agree basically with all of these, but didn't there seem to be a strong undercurrent of "only Picard is right no matter how wrong he is" through out the show. I got that vibe a lot, Jelico being the #1 example.
