the best in all categories but one

Hmm.

Turnabout Intruder sucked. Undiscover Country was great, but very flawed.
All Good Things didn't end TNG. Nemesis sucked.
Endgame dove into the excesses of Voyager.
These are the Voyages was just larping.

How is it that DS9 does not have the best finale?
Indeed. It ended the story of our heroes together, before having them head off to pastures new to live another chapter of their lives, the progression of characters was something DS9 always did wonderfully. Not to mention some great action and moments between the people we've grown to love over the course of the series. Giving us bittersweet goodbyes yet hope for the future of the world they inhabit.
 
So what did the judges think was the best finale? I agree with Bad Thoughts. I would have thought DS9 would win that category. WWLB wasn't flawless but it was very good. I never got around to watching the finales of Voyager or Enterprise but the ones I have seen weren't even close.
 
All Good Things is great, but so is What We Leave Behind. And I enjoyed the Turnabout Intruder as a guilty pleasure.
 
Of the six episodes that could be considered finales (Assignment Earth was filmed with the understanding it could be the final TOS episode), All Good Things is likely the best. However, it doesn't check all the boxes of a finale. It's a Picard romp. The other characters don't grow through the story. It also feels as if there could easily be another episode in a few months (and in a sense, there was). Assignment Earth was someone else's pilot. Turnabout Intruder was sexist. As for Endgame, I find the whole future Janeway thing--her motivations and actions--offensive, a departure from the character. These are the Voyages lacks dramatically, but more importantly, our heroes aren't truly present in the episode, and they are not really interacting with the guests. What You Leave Behind wins mostly because keeps its eye on the ball: give the characters interesting stories and a good sendoff, be expansive, resolve the key stories, and park the series.
 
hrm... I think the DS9 finale is relatively weak. Its pilot is a lot better.

All this apotheosis Evil Dukat fights the Ultimate Battle with the Emissary!! stuff didn't do it for me. Neither did the reused stock shots of the final battle. Those too long drawn out 'nostalgic' flashbacks when main cast members (prepared to) say their goodbyes are also not what I watch Trek for- felt like they ran out of material but still wanted to make it an 1.5 hour episode for some reason. In my view TNG's finale is, by far, superior. But of course that's just a matter of taste.
 
One could argue that DS9 wins in both the pilot and finale categories, although TOS had two great pilot episodes.
TOS wins best pilot by default because the other Star Treks didn't have pilots, they were all ordered straight to series.
