The Admirals character makes no sense whatsoever

Anybody know what the R. stood for? Was it for a name, or was it just an R.?

In "The Changeling", Nomad mistakes Kirk for its creator, Jackson Roykirk. So perhaps R. was supposed to stand for Roy?
