Thallonians in Kirk's time?

I was thinking about the Thallonian Empire from the New Frontier novels, and that had me thinking, would a 23rd Century story involving the Thallonians work? Their Empire collapsed in the 24th Century, but I think it had been around for several centuries, and certainly, Xenex was under Danteri occupation during Kirk's time (and probably during Archer's time as well). At the height of its power, it was very isolationist and xenophobic, killing anyone who trespassed into their space.

So, would the UFP of the 23rd Century know of the Thallonian Empire, possibly setting up a General Order 7 type situation, or would they be unknown to the UFP at that point in time?
 
I had absolutely no idea who those aliens were until Drone36929 spelt it out. What do they look like? How are they described?

Tholians as a series big-bad might work, if a little FX heavy and being open to accusations of copying Starship Troopers, with man versus CG all over the place.

In the past, it always felt more than having no budget to do that. Star Trek is about the human condition, so even the aliens need to be real actors... so the drama wins out over a special effect, even if they have to pretend to be us (Species 8472), have a humanoid section of their society (Xindi) or be God-like, able to revert to a more cost-effective form to interact with us.

I wouldn't object to a novel set in the 23rd-century that involves one of the crews making first contact with the Thallonians. In fact, I'm somewhat surprised that PAD never wrote such a novel...
