Also this is 30 years after the events of ROTJ, so why isn't the Repbulic the seat of power in the galaxy and the rebels are still the rebels? Didn't the end of that movie mean the end of the Empire?

The Republic is the major power in the Galaxy in TFA. The First Order is not considered a threat by the Republic so Leia Organa has basically formed something like a regional militia, known as the Resistance, to keep an eye on the First Order and combat it when needed in and around First Order held space. (She is seen as a War Hawk and alarmist by the Republic Senate, and is likely an outcast of sorts)
Supposedly the remains of the Galactic Empire also still exist in the Core Worlds and Outer Rim. Kept in check by a nearly 30 year old treaty and the threat of the Republic Fleet. The First Order being a splinter group of die hard New Order loyalists that fled to the Unknown Regions before the treaty went into effect.
