Has anyone ever written a story about Ro's issues that got her in trouble when she was in Starfleet, before she arrived on the Enterprise-D?

The story "The Choice" in the second of DC Comics' Next Generation Specials detailed one explanation for the Garon II incident that led to Ro's imprisonment. I'm sure there's been a prose story as well - maybe an SNW entry?

EDIT: Looks like the SNW IV story "Flash Point" might be that entry.
