In the novels, it was accepted that what Kathryn did was necessary because of the treaties that the 24th century had with the 31st, but even though her grossly criminal acts were beneficial and preordaned, the local time cops who live in the 24th century (yet don't themselves have time travel) are aching to lock Janeway up in jail forever, because that's their job.
That's pretty harsh because some may have been accidental. The whole authority of time should be judge by God or the Q continuum to me. Its kind of hokey for humans or humanoids to be making judgements like that. How could they possibly know they, the judges, haven't been altered?
It frustrated me when NX-01 continued to get caught in these time complications as if Archer and crew could even comprehend that crap. It's too ahead of their time to deal with it, but the writers keep writing this non sense, with zero consequences.

That's right because Torres, Kim and Neelix did an accidental time-jump and were captured and sentenced to death by the Alcawellian athorities, the powwerful time-controlling organisation simply called "Control".
I won't reveal the whole story if you or anyone else is planning to read the book but it was a very exciting story.
I kept hearing that the 'numbered' voyager books were bad but I read through them recently and some of them were quite good, especially the ones by Cox and Golden.
The Escape was a good story. The characters weren't as well developed at that time (and I don't think they really were until we got to The Murdered Sun) but that was just because the show was so new. The only complaint I had against this story was it did tend to get bogged down in explaining how everything worked in that time traveling society but apart from that it was not a bad read. Some funny Tom/Tuvok moments.

I must admit that I really love those Voyager books made during seasons 1-3 of the series.
The authors hadn't seen a single episode while writing the story. They only had scripts and description of the characters to use. The same for "Ragnarok" and "Violations" which despite that are good books.
As for "canon", all those books are quite easy to fit into a Voyager timeline which I've done at the Kes Website.

and the interviewer says
"why do they always have to say that?"
There is a real time travel rule in effect in real life but its part of the parrellel dimensions/multiple earths.
each event happens and cause a new universe to be created, in one say, ww2 never happened, and in another it does. Eventually they will recombine themselves into a single timeline after a while.

Recombining? Just imagine how painful that is. Having 40 years of slightly different history and physical defects added to your body and mind.

How many times did the temporal issue was approched? I counted 10 times (Time & Again; Future's End; Before & After; Year of Hell; Living Witness; Timeless; Gravity; Relativity; Blink of an Eye and of course, Endgame), but maybe, I'm wrong and it was more... .
It seems to me that Timesless and Engame are on the same line. Return from future to past to correct what was wrong.
