I've never really liked the idea of "no replicators before TNG." Partly because I've yet to see an explanation for how the TOS "food slots" actually work, and from onscreen appearances I can't find much distinction from a replicator.
In Clues Crusher is doing some sort of experiment -presumably in her lab. And of course there's the whole building Worf a whole new spine thing; some serious laboratory would be needed for that I think.Maybe someone else can fill in the blanks, but I'm not sure we ever actually saw a medical laboratory aboard the Enterprise-D; McCoy definitely had one in TOS. TNG didn't seem to emphasize Sickbay as a place for drama as TOS seemed to.

What I don't get is the galley in TFF!
I dearly want to believe this was specific for "VIP" functions like the Klingon Chancellor and was not meant as (one of many) galleys designed to prepare meals for the ship.
I suppose it could also be meant as a private galley for the Captain and ship's senior officers, but Kirk ate with his crew in TOS in the messroom so I'd like to think those few years as an Admiral didn't make him to egalitarian.

I agree, but I imagine it is a much larger facility as found on modern naval vessels like a Ticonderoga Class CG. Assuming the crew ate in shifts, you'd need to feed around 150-200 people at a time and I do not believe that galley was large enough to handle that level of food production, even with the support of automation and replication.The crew ate in a communal space. And whether that space was equipped with replicators or dumbwaiters, it would make sense for all of it to be operated and coordinated from a central facility for maximum efficiency. The galley of a 23rd century starship might no longer have stoves, but it would exist as a facility, a workstation for the people who decide what is on the menu, who load, operate and maintain the machinery that actually makes the food, and who maintain the dining facilities.
