Agreed. The Cloaking Device is obviously very powerful and successful technology. There are tons of examples of it being used to great effect agains the federation.
Such as? (I can't think of any where it was used ``to great effect''.)

Well, just off the top of my head it seems that the Romulans used it quite well against the earth outposts and the Enterprise herself in "Balance of Terror."

Not actually. I mean, yes, they destroyed a couple of monitoring bases. But the engagement gave away the existence of the cloaking device -- and revealed basic countermeasures -- before it could be put to any particular good purpose. The ship making the expedition was caught and destroyed with tiny losses to the pursuing Federation ship. The Federation decided that pursuing and destroying Romulan ships outside Federation territory was now justified. They gave the Federation a justification for a new war, and all this was done before the Romulans were ready to fight that war.

It's a tactical and a strategic fiasco for the Romulans. Killing people isn't the point; it's what you get for all that killing, and what they got was closer Federation scrutiny at a time they'd rather have been overlooked while their great surprises were spoiled.
