is that a Dalek in your avatar?
To answer your question, yes it is. It's a fan-art picture of what someone pictured a more war-oriented Dalek-Human hybrid to be.

Number Nine wasn't the one that "clung to an iceberg that wasn't half-cold", since he's the one that warned a family away from boarding the ship. Now, you could argue he then did so himself (after taking a picture with them), but at face-value that wouldn't make a lot of sense. But, I guess you could assume either way.![]()
My chronology has been that the Eighth Doctor used the Moment to end the Time War, and blew the hell out of Gallifrey, the Daleks, the TARDIS (goodbye, swanky wood interior), and himself. Based on the outfit, the Titanic photo was the Ninth Doctor's very first adventure (probably after a "Geronimo!" moment of his own. I'm sure he'd wonder why the path of least resistance out from the last moment of the Time War was to England but, well, he always ends up in England anyway), and then he picked out a cool jacket and went to 2005 to fight plastic people. He had some solo adventures after Rose turned him down, and then decided to give the spunky blonde girl another shot because she'd caught his eye.
I suppose there's also a tiny chance he had a couple of solo trips without Rose after she'd started coming with him, a la Ten's trip with... someone... in "Attack of the Grask."
