Finding a permanent body is a chore. He can seemingly jump into anyone he wants for a few days at a time, give or take. And he only needs permission on a superficial level, as he can clearly bewitch nearly anyone into saying yes like he did Springfield, and presumably that entire family he consumed; and if seeing your family members being possessed and destroyed over and over in front of you isn't enough to give you the courage to say 'no,' I'm not really sure what would other than the writer's wanting to make some drama.
And do we know that Lucifer was affected by the spell that took away the angels' wings? He was hidden pretty far from reality, behind some pretty powerful wards. I also don't remember ever seeing him teleport before then, either, which would mean either he doesn't because he doesn't like to or he can't because he never could (which would be nice to get some dialogue on).
