It always cracks me up when comic book fans suggest actors with shaved heads or certain color hair for certain roles.
You DO realize actors have the ability to shave their head or dye their hair, right?? They don't just have to pick the ones who already have that look.

Bryan Cranston WAS suggested. So not everyone suggested was bald...I believe he has continued to shave his head for "Breaking Bad" correct? Plus Greg suggested Cumberbatch for Luthor as well. So not everyone went the bald actor route.
When I suggested Billy Zane, it wasn't just because he looked the part, it was also because I thought he had the kind of ego and cocky demeanor you'd expect from Lex Luthor, so it wouldn't be a stretch for him to play the character. He would have been ideal. One thing I don't like is when the wrong actor gets a part just because they're a big name.

I agree entirely. Zane would have been an example of someone both looking the part and being able to play it perfectly.

I think that Zane is another good choice too.
I would like to see Lex introduced while not being the major villain in the next movie. Something similar to the type of role he played in the opening Brainiac arc in the Action Comics reboot would be my preference.
