It's certainly possible. I don't feel like going and rewatching. We're a long way from the promise of the season premiere where Burnham says that "the Federation is more than just about dilithium and warp drives" and circulating back to a plot gimmick that instead confirms the Federation is about dilithium and warp drives. It might have been better if the renewed cooperation between Vulcans and Romulans giving the SB19 data to the Federation would have instead made a new tech advance and everyone just left dilithium behind entirely. Admittedly there was an element of that kind of innovation with Book and his species using the spore drive.
