Strongest female character in TNG?

Indeed. Apart from anything else we can see the growth *begin* to happen late in the season, particularly in "Measure of a Man" at Data's going away party, and "Peak Performance" where she's really encouraging him to step up to the videogame challenge. The idea that Pulaski was blanket mean to him the whole time she was there is one of the biggest misnomers that continues to be perpetuated by the fandom ;)
She wasn't mean to him the whole time, but I don't think she had gotten past the bigotry yet
 
I agree that she did warm up to Data after awhile. One thing people don't talk about much though is she and Picard I think had more issues and conflict. I don't think they ever really liked each other. Of course this is also season 2 Picard where is still more of the grumpy old man Captain and not the more private and deep thinking captain who was a master with words.

I think you might notice that you yourself refer to Picard and Riker by their surnames and Crusher, Troi, Yar and Pulaski largely by their given names. That's unconsciously treating some of the male and female characters differently.

Thing is, it would suggest he likes the female characters more, has a greater attachment to them, or is using what amounts to endearing nicknames in the context of the comment. That and Picard is rarely referees to as Jean-Luc even in the series, except in precisely that endearing manner...in times of friendship outside of the rank structure ( and when being harassed by Lwxana) so to be honest...I think there’s nothing to see here. Some people will find use of christian name disrespectful, some people will find use of surname disrespectful.

I think a lot of that is on Picard, especially where his sense of privacy or protecting his captain image comes into play. I do think Pulaski was displayed as something of a poor subordinate, but if you're objective, think about it from her perspective. She's a seasoned officer coming into a new assignment, replacing someone close to the crew, in an established environment. If you add in the possibility of some stifling previous commanders, she might think it's important to establish her agency immediately, so there's no opportunity for her to get pushed around. I might do the same in her place. It's overcompensation, sure, but it does tend to set the record straight lol
