I don't mind being the serial contrarian on this topic. I think that actor changes are done for specific reasons (i.e. the original actor cannot/will not reprise the role, the original actor is deceased, etc.), and not done simply for the sake of change. So comparing an actor change to a set change is like comparing apples to oranges.
As for things like the SNW set design, bridge etc., I think it's perfectly fine to update things for a more contemporary setting. I simply have never seen the need to link it to a show from the 1960's and just pretend that it all fits together and be shoehorned into what you can and can't do based on what came before. (and before anyone brings up Doctor Who...that's a show about time travel. Shit changes all the time on that show because that's the whole premise.) Imagine if Ron Moore had to work his nuBSG around the limitations of the original show, it would have been supremely silly. I don't see why it's such a bad thing to just call your show a reboot, unless you don't have enough faith in your show that it can stand on its own without that crutch. I dunno, maybe CBS felt that way. And since they're now cancelling all their shows, maybe they never did.
