I thought Kirk could use the slingshot effect in TOS to travel through time
They use it sparingly.
Kirk time travels twice before he encounters the Guardian of Forever.
The Naked Time said:
SPOCK: This does open some intriguing prospects, Captain. Since the formula worked, we can go back in time, to any planet, any era.
Though he seems to have forgotten it by the next time they get stuck in the past.

SPOCK: A theory. A reverse application of what happened to us. Logically, it could work. Also, logically, there are a hundred variables, any one of which could put us in a worse position than we're in now.
SPOCK: Mister Scott and I both agree that the only possible solution is the slingshot effect, like the one that put us here. My computations indicate that if we fly toward the sun, seek out its magnetic attraction, then pull away at full power, the whiplash will propel us into another time warp.
CHRISTOPHER: Slingshot effects are fine for you people. How do you propose to return the Sergeant and me?
SPOCK: Logically, as we move faster and faster toward the sun, we'll begin to move backward in time. We'll actually go back beyond yesterday, beyond the point when we first appeared in the sky. Then, breaking free will shoot us forward in time, and we'll transport you back before any of this happened.
KIRK: You won't have anything to remember, because it never would have happened.
Nothing said in either episode indicates that Starfleet hasn't encountered other time travel methods prior to The Naked Time. ST: Enterprise did some time travel episodes as did DISCO, so its not a new thing in-universe by TOS.
 
They were literally on a Starship in "Tomorrow is Yesterday". That's the next time travel episode after "The Naked Time". Spock essentially discovers "the slingshot" twice.
“Naked” used the cold intermix procedure.

I remember there was a set of fanon blueprints from the early 80s for a timeship that used the cold intermix method.
 
Assignment Earth the Enterprise was explicitly tasked with going back in time for historical research so by then (at the absolutely latest) there are established departments dealing with temporal stuff and an accepted method of doing it.

Even if it was in the test bed phase during SNW it is far from accurate to say that they didn't know anything about it yet

It's Romulan cloaking devices all over again. Only more messy.

I don’t remember the exact wording but I didn’t get the impression he was discovering it during that episode.

I was thinking about when they got stuck in Sarpeidon’s past or maybe in the 20th century Earth.

By the way, as written originally, Naked Time and Tomorrow is Yeaterday were a single double episode, with the cliffhanger being once they traveled to the past.
 
I think its clear the slingshot effect is new, but they certainly don't act shocked about the concept of time travel like they do about cloaking devices.

Archer was involved in some time travel hijinks in the 22nd Century. Based on his personal experience I’m sure Admiral Archer and later President Archer put some rules in place for Starfleet and the Federation. All Spock did in the 23rd century was discover two ways to transform a Starship into a Timeship.

Kirk was aware of it and the time travel regulations in "Subspace Rhapsody" which is very much at odds with time travel being unheard of in TOS "Naked Time"

That's because the version of The Naked Time that we're familiar with was from before the alterations made in the temporal cold war as established in Tomorrow and Tomorrow and Tomorrow. There may even be a self-fulfilling causality loop here. The discoveries made by Kirk and the Enterprise in The Naked Time actually leading to the temporal cold war.

Given the events of ENT a century earlier, I don't see why time travel would be unheard of in the 23rd century - but the rest...he seemed to be following/responding to La'an's lead when she brought it up.
