Starting DS9 Relaunch

Definitely before Avatar. TLHoD begins mere days after "What You Leave Behind" and covers less than two weeks, with an epilogue about two months later. Avatar begins three months after WYLB.
 
That being said, the others are right, so far, it has not tied into any of the other relaunch books. Additionally, I think the timeline puts it before, or at best, concurrent with Avatar.

It was also delayed by about a year, IIRC. JG Hertzler told an Australian convention (responding to my question about the then-forthcoming novels) that he was a bit disappointed in his own manuscript so Jeff Lang was brought in to help him improve it.

I personally think that TLHoD is a must read. It's not necessarily important to the DS9 relaunch but the story is so wonderful I think you rob yourself of a great time by not reading it. In fact I would go so far as to say that anything Jeff Lang writes is worth your time.

I didn't enjoy it that much. It was okay but seemed a bit too long and it didn't really feel like Star Trek. It's certainly an interesting curio but really didn't work for me,
