Spoilers Starship Design in Star Trek: Picard

It could probably haul a disassembled Danube, or a couple of intact Type Cs, or Type 6 thru 9 shuttlecrafts, or a dozen shuttlepods?

Exactly. The Romulans could have made the BoP for 50 years, 75 years after Balance Of Terror. Minor changes to the nacelles are easily explained by the ship being a later model, or maybe the new "owner" did an upgrade.

Isn't it said the Romulan BoP doesn't have warp capabilities? Could very well explain the refit of the warp nacelles. The "new" BoP also seems to have upgraded impulse engines at the back of the main hull.
In my head canon, the Romulan BoP is being produced in several sizes (much like the Klingon BoP is supposed to be), as a scout, cruiser, battleship etc. as this design seemed very popular and was the backbone of the romulan fleet.

NOPE.
Scotty essentially says that all he can discern from the Enterprise's sensors, is "simple impulse power".
We know that the Romulan's use a "singularity" to power their ships.
Obviously, Scotty had not encountered that before and didn't know how to classify it.

"Simple Impulse Power" would not have been able to power the BOP's Plasma Bolt.

The right effect would be the stars in front be Blue shifted, the stars behind be red shifted.. since the warp bubble doesn't leave this universe... with some star streaks... owell..

Agreed.
Everything either last for just a couple of seconds or is so far in the distance it looks terrible.

The particular BoP could have been testing the singularity power source we see in TNG. It might not have been recognizable to Starfleet sensors as "warp power".
 
But a quantum singularity drive could have likely produced a forced plasma bolt powerful enough to destroy a shielded base or a vessel. I'm now of the mindset that Romulan vessels dating back to at least the 23rd century used singularity drive technology and may have used their engines to help create weapons like the one used in "Balance of Terror(TOS)."
