Starfleet Intro Music Question

Ok, I don't know why my head is spinning in circles about this, but I need help.

Starfleet Academy Intro Movie

The music that plays from 0:16 to 0:27 sounds vaguely familiar. I don't remember it from any of the Trek movies. Is this portion an homage to another Trek score or is this completely original?

Its vaguely reminiscent of TWOK. Not the main title, but somewhere else. End title, maybe?

They also used bits of this soundtrack in Starfleet Command.

The first 20 seconds or so were used for the developer and publisher logos in SFC.
