As a bit of a throwback to the 90s, who else spent way too much time perusing this fantastic fan-made manual?

I don't recognize the cover, but I definitely recognize a lot of the graphics. I've occasionally tried to remember a multi-volume fan reference manual I used to have, but I couldn't remember its name. Now I realize it must have been the Starfleet Officer Requirements series mentioned on the cover of this edition. Although the manuals under that title on Cygnus X-1 are much cruder and less comprehensive than what I remember having. Maybe I had some intermediate edition between the ones they have? I think they had blue covers and were squarebound.
