Considering Picard Season 3, I don't know if Data would still be around, but his descendants could be.

Have you not noticed that over 20% of the world's population has not been represented as a main cast character in a Trek series. For comparison that group minus diaspora is bigger than the global population of people of black / African descent. Trek is a racist franchise. Or are you going to belittle my concerns?

I mean, both could theoretically show up.
Why? Everyone would be expecting the regular doctor and the backup doctor would just be from obscure Voyager episode that not everyone watched (it wasn't exactly the Space Seed of Voyager's run). It would just be more confusing for the general audience.
Plus backup doctor would wipe out all the development he got on Prodigy.
So many years have passed that The Doctor should be far removed from the person he was even in Prodigy. One value with going with the other Doctor is in theory you might get one who is actually closer to the EMH we knew for the exact reason that he didn't go through that growth. Though it would be great to see both versions interact with each other. In fact we could see many versions of the EMH. To point where they are even a community.
Why can't the Doctor be in multiple places at one time?
He's a Holographic Program, his programmable core fits in a Mobile Holo Emitter.
Why can't his programming sit in a much larger computer/server that has it's own "Escape Pod" in a "Worst Case Scenario" and allow his holographic body to remote in as necessary.
He should be able to transcend a single body and be in multiple places simultaneously since he's a program if he's connected to a facility, StarShip, or StarBase with Holo Emitters scattered around to cover the entire surface of the ship.
The only time he should be "Limited to a single Body" is when he's uploaded to his "Mobile Emitter" and out in the field away from a facility, StarShip, or StarBase with Holo Emitters scattered about.
The other Doctor is so far who he was from Voyager too though. He spent centuries with an alien society, he was not exactly deactivated during all that time.
More reason to have him play 2x versions of himself, one looking a bit younger in the original Voyager Uniform, the other looking older in the current 32nd century Uniform.
It would make a nice contrast.
One could have a beard, the other could have no beard.
