I know there are quite a few people interested in writing fanfics out there, and it's through that and an interest in roleplaying games that I came across Starbase 118: http://www.starbase118.net
It's friendly, the people there are all good writers and you're given informal "training" (sounds intimidating and time consuming but really isn't). Also another good way to meet people who are interested in Star Trek and writing (obviously TrekBBS is a good way to do that too

There are monthly writing challenges for those interested in fan fiction, which I personally have found really enjoyable.
