Absolutely not. There was no substance to him other than being a big bad brooding Sith with a doubed edged lightsaber. With Dooku (a fallen jedi) and even Grievous (a cyborg with jedi trophies) there was at least something to their character.
My point is that there is no reason why you couldn't just give Maul the same backstory as Dooku. He could have played the exact same role that Dooku played if they wanted him to.
I would have kept Dooku, but gotten rid of Grievous. He's the one that really paled in comparison to the other two.
Given how well handled Maul was in TCW, I think it would have been neat if the PT had "resurrected" him in a similar way for ROTS, and have him there in place of Grievous.
As for Dooku, I still think his storyline would have worked out better if he had been a member of the Jedi Council in TPM and resigned after the death of Qui-Gon, then vanished for a few years only to reemerge in AOTC as the leader of the Separatists.
