Now, is there evidence for this? I mean ... not for this concrete example but for the fact that the way the show was developed was determined by what fans of the show wanted? I find this bit of info pretty surprising ... even shocking if you ask me ...

Fans clearly choosed Janeway/Chakotay and Paris/Torres to Janeway/Paris, which was in the air at the very beginning but was never seriously treated. And even if the first pairing was quickly given up after 3 seasons to the chagrin of their shippers, the second was much more lucky with the only love story which was developed and ended well, in ST history!
But the content of the whole series equally cleared that fans were rarely heard, alas.
-> I noticed that sometimes, producers/writers accepted to recognize their mistakes, after the airing of the finales or a significant drop in ratings, like Braga did with Enterprise, Shonda Rhimes with her Izzy/ghost Denny or the threesome Callie/Mark/Arizona but often, they stayed on their positions, proud of remaining true to themselves and their work. And in this cases, still according to them, it is often the fault of the fans, who were not placed within their reach! :rolleyes:
 
I seem to recall reading about Janeway and Paris having a much longer initial meeting at his NZ penal colony where she was much more flirtatious. The entire thing never made it onto the screen but the idea was there.

Ah Athena28, I invite you to watch again the scene where Kathryn Janeway vists Tom Paris in the Federation Penal Settlement in New Zealand. She may be an authoritative-looking woman and Tom Paris, already very aware of his charm and his talents of pilot, but when they had their little chat, it seems to me me that they were BOTH quite flirtatious, what was quite surprising, especially from Janeway, a respectable Starfleet captain came to do an unexpected job proposal to a prisoner, ‎reputed to be a very good pilot, in a Federal labor camp to the other side of the world, right?! ;-)

For my part, I tend to think that she choosed this technique to better coax him, as she often did on board when she had to face ‎challenging ‎interlocutors OR she wasn't insensitive to her charms like other women OR both because let's be honest, Tom Paris is charming and attractive (it is a pity that the actor put on weight afterwards)! :-) .
 
I will have definitely have to rewatch it with an eye towards flirtation. Because if, as you say, it is already there, then who knows what it would have looked like if they went through with an earlier draft of the script?
 
KJ <3 TP was in the series bible... So it should be most present in the first episodes that were made without the authors having seen the pilot, or anything after that.

They were flying blind.

Considering how episodes 2 through 10 were rewritten with Seska is sneaky appearances, after episode 11 was handed in, if some one wrote a good love story for Tom and Kathy, then the half season leading up to their first kiss could have easily been peppered for retroactive foreshadowing.

What's "hot to trot"? That must be again one of those English slang expressions I have no idea what they mean.

And well ... it is not Tommyboy's fault that TPTB wanted him to be with B'Elanna. Are you saying that even she is too old for him? Strange ... They are about the same age, I guess - why would that be too old?

And yes, I agree that Rain Robinson would have been good for him. Mind you, I think she would have been the second greatest addition to the show (after Seven) if the producers had decided to include her among the main cast members. I definitely would have enjoyed a 20th century (sarcastic) perspective of all that happens on VOY! :D

Honestly I think Tom and Janeway really did have the occasional moment. "Yes Ma'am".
