Perhaps so. But like I said ... this attitude is not good enough in my book coming from a friend ... Harry, after all, did not ask him to make some dramatic changes to the programme. He only wanted a minor adjustment to a girl's teeth or something similar ... Janeway did a lot worse and Tommyboy did not tell her "Captain, you have no right to interfere with my programme". Also, if anyone knows how unfortunate Harry is with relationships, then Tom certainly does and he could have helped his friend with finding someone. Now that you've mentioned the Doctor, here he is from an early episode of the show: TWISTEDI fear that many forget - or do not want to recognize - is that the Doctor was (and always will be) a hologram (a highly developped technical device) and nothing more, no matter all improvements made on his program (which were not totally necessary in my opinion!) by Torres, Kim and the future engineers who would take over. And, he belongs to Starfleet -> yes, Dr Zimmerman created the program but he did it on demand of Starfleet, which gave him its total support, financial & material to carry out the project.
=> the Doctor had no right to oppose his veto to a Starfleet representant (Cpt Janeway, Enseign Harry Kim) or acting as such (Torres) and it is regrettable that Janeway did not remind him that when he focused on his problems of ego.

This sounds like a nice explanation and I really wish it were true. However, both in-universe and in real life the character of Kes was pretty much neglected (to put it mildly) so I have my doubts if Janeway or the others ever felt that way in later seasons. Kes is hardly ever mentioned after she leaves, she is never there in episodes in which it would be an obvious thing to have her (like LATENT IMAGE, RELATIVITY or SHATTERED) and then FURY is an outright insult to both the character and the actress in my book.I liked seeing how passionate Kes could be when something or someone was close to her heart. The Doctor owes her a lot, especially for going to defend his case with Janeway.
I wonder if the fact that Janeway kept defending him after the departure of Kes, no matter his questionable behavior on some occasions, wasn't a way for the Captain to remain loyal to the young woman ... . That and the fact that she finally accepted him as an important member of her crew.
