FWIW, as he explained in the other thread, with "shows that cost 10x as much to put on DVD" he means that shooting an entirely new series costs more than remastering TNG for Blu-ray. Well, duh. The thing is that if you make a new TV show now, you're naturally going to master it in HD in the first place, and the cost involved in simply putting that existing master on Blu-ray is obviously less than creating an entirely new master involving extensive post-production work just for the purpose of a Blu-ray release, which is what has to be done for TNG.
In this case the Blu-ray release has a hell of a lot more of cost to recoup than with the Blu-ray release of a new show, because the effort inherent in taking the material and putting it on Blu-ray is considerably greater.
All they are doing is remastering the show in HD. Why would you want to spend any money on buying that in DVD? There will be little to no noticeable difference between TNG-R and the original DVDs if you are only watching in SD. You're better off skipping 2 of the seasons and using the money to buy a Blu Ray player instead of buying TNG-R on DVD.
^ This is definitely true, the TNG DVDs are the benchmark in my collection for poor transfer of a TV series. I don't have anything that looks worse.

The only thing that I own that compares to the poor picture quality of TNG is the early seasons of Married... with Children.

For some reason, I was willing to pay $100 per season of TNG when it was released on DVD. I am not sure I'd be willing to pay the same price now to upgrade to blu-ray, but I think the $70-80 range is acceptable given the amount of work and level of detail given to this release. We're not talking about just a new transfer from the original episode masters. They're literally re-editing the entire series, re-compositing all of the visual f/x, and in some cases, creating new f/x shots. That's simply a huge undertaking, and I am grateful that CBS/Paramount is giving TNG such an extensive treatment. I don't mind paying a little more than usual for something like this.
