Star Trek: The Prime Directive (TNG Fan-Fiction)

I have not completely fleshed out the story, but I had an idea. This idea is meant to finish up where "The Measure of a Man" (Season 2) left off (philosophically). The Federation is at peace. The Dominion and Borg threats gone. Peace with the Klingons and Romulans (mostly), attained. After Insurrection but before Nemesis.

The idea is:
The Enterprise-E encounters a race of Androids, similar to Commander Data. The race is at war. It is engaged in Warp-Drive experiments and the war will lead to a planetary government (only one group left to govern). However, the war may destroy the civilization. They have Laser Weapons and Polarized Hull Plating on their primitive space-ships (which are also equipped with light Anti-Matter/Matter rockets/missiles and Light Plasma Cannons). The Enterprise is tempted to help their membership into the Federation, which leads to the question. Does the Prime Directive (the sole arbiter of what will happen to the androids) apply to none-organic life forms?

An all-android planet is mildly intriguing, but it was done in ST:TOS "I, Mudd". You need to make sure it's somehow different, or it's a simple reboot. Not sure where you want to go with the story, but it sounds interesting. Don't think the PD applies in this case because they are technologically advanced enough they can apply for Federation membership. The PD is meant to protect less advanced societies from outside influences.

I'd like to see how it plays out, but I must be honest and say that if it's in script-format, I probably will NOT read it.

Not sure where you want to go with the story, but it sounds interesting. Don't think the PD applies in this case because they are technologically advanced enough they can apply for Federation membership. The PD is meant to protect less advanced societies from outside influences.
It is not a reboot of "I, Mudd" because of my different idea. Remember: the two requisites for Federation Membership (taken from novel TNG: "Death of Princes" by John Peel) are Warp Drive and a Planetary Government. The android planet has neither (although it is close to the former). The war may reduce the world to one government, though. But Picard and crew (plus the rest of Star Fleet) are wondering whether the Prime Directive applies to non-organic life forms. The Android-Planet is still developing. I will try to keep this out of script-format. Thanks! :)

If they meet neither criteria I would think that they are ineligible for membership until they were at least warp capable (though if they're very close then Starfleet might pop in, like with the Malcorians) whilst united planetary government doesn't seem to be a deal breaker (just look at Kesprytt III). The E-E could have been sent to investigate their development and establish contact, if they decided that the synthetic lifeforms were sufficiently advanced enough to deal with the knowledge of other (predominantly) biological life outside of their own solar system, but then something ultimately happens that pulls them into the heart of the conflict/situation.

I agree with Sgt_G, it does sound like an interesting idea with a lot of potential.

One quick question, would it be set in the period after the Dominion War but before Nemesis or after the events of Nemesis? If the latter, I'd like to see your take on the Enterprise's new crew.

Before Nemesis. Thanks for the compliment. And yes, the idea is that the Enterprise will pop in to make contact but the question is: does the PD apply to artificial life forms? Can the Enterprise stop the war without violating regulations?
