I have not completely fleshed out the story, but I had an idea. This idea is meant to finish up where "The Measure of a Man" (Season 2) left off (philosophically). The Federation is at peace. The Dominion and Borg threats gone. Peace with the Klingons and Romulans (mostly), attained. After Insurrection but before Nemesis.

The Enterprise-E encounters a race of Androids, similar to Commander Data. The race is at war. It is engaged in Warp-Drive experiments and the war will lead to a planetary government (only one group left to govern). However, the war may destroy the civilization. They have Laser Weapons and Polarized Hull Plating on their primitive space-ships (which are also equipped with light Anti-Matter/Matter rockets/missiles and Light Plasma Cannons). The Enterprise is tempted to help their membership into the Federation, which leads to the question. Does the Prime Directive (the sole arbiter of what will happen to the androids) apply to none-organic life forms?
