How much more action could it contain? That may be your reasoning for downgrading TMP. Perhaps Shatner could have improved it with his direction. Ironically, until THE UNDISCOVERED COUNTRY came out, I preferred the odd-numbered Ol'Trek Films despite issues with TMP and TFF. While TWOK was a fine adrenaline rush, it felt like a gimmick over time......only this time we were forced to wait two years before the inevitable resurrection. And though TVH has a fine hospital moment with a tolerable 60-second Leonard Rosenman musical bit, too much of it plays like an inexplicable almost-instant remake of CROCOODILE DUNDEE.
Comedy-wise, I prefer I, MUDD or TRIBBLES. They seem more sustained.
I’d rather watch TMP than any of the other 9 original movies. Excepting *maybe* Generations.

Jules seems to really love the untapped potential in this era. I think the Memory Wall would be a great scene for them to work on. The rough footage gives a great idea on what they had planned and modern CGI could make it match the awe-inspiring.
You could even tweak it to fit into the movie if Kirk goes inside with someone else instead of Spock, so the original scene with the light bees plays out. I picked Rand because she isn't present in any other scenes and setting up a transporter relay to try and bypass V'Ger's sensor block seemed sensible (I just nicked Scotty's dialogue from Beyond dealing with the same problem) but if Whitney's estate is not on board using her likeness, I guess Colt could do it or maybe the Rhaandarite security ensign from the bridge if Billy van Zandt is up for it. Then, after the attack they have to retreat, and Kirk decides the only way to do it is like Spock, to blast in and drift on momentum., so he changes to a thruster suit. Spock was drifting for a looong time and Kirk was otherwise just sitting outside the ship in silence while Ilia roams the ship. There is plenty of time in there to do it.
