It is absolutely criminal on what Earth has not done for the Transitional Authority here in the Cardassian Union. They helped us in the first 300 days of the occupation. Everything else that came after has the aura of Operation: Anarchy. No one is willing to handle the results of the murder of the former Dominion soldiers against the Cardassians. No one is willing to even address it. The mere fact of our agents being associated with this task is kindly overlooked with the general assumption that Earth has always been friend with the Cardassians, they were like the Vulcans, and it is only natural that they should join the Federation as a member-state

That is the vibes we get here in the Transitional Authority.

There is a story floating around that a Division Commander actually sent a letter somewhere protesting the reassignment of troops to the dearly beloved Romulan Star Empire. Some of my friends have already jumped ship on that – openly embracing the fact that there are more people in the Romulan Star Empire than here, where dead worlds are the norm, constant attacks by the Cardassians make it impossible to achieve the dearly beloved Transitional Date, and that everyone would rather embrace Captain Janeway than our commitments here.

I might add that it has only been 6 years since the occupation and Captain Picard had to spawn a new front. I’m in it for the long haul – because it is sound to see something out, to end it, and hopefully retire at the end with some good on my record. There’s a promise somewhere out of Cardassia Prime – by some other veteran that has founded his own state, due to the lack of monies given by Earth, which has been in a steep decline all for the glorious return of Captain Janeway. The whole thing of the “new” Provisional Government, taking over from the Transitional Authority, is a joke I might add. They only have control over the capital worlds with overcrowding, independent private military agents (read: Vorta and Breen mercenaries), and the whole thing is a bleeding cancer.

If you are interested, maybe I can get away from this cynical mess, and maybe give you some stuff I got about my years here. I know that I’m going to drift away, but if I am going to do that, I might as well leave some reminder of my connection to The Worlds of Peace – namely where you are S. I know that I have to get beyond this – don’t want to frequent bars all the time – and tell the truth.

This I cut out from a report distributed from a friend of mine in Starfleet Intelligence briefing I got right before the formal transfer of forces from here to the Star Empire. I have cut out some irrelevant paragraphs in the middle.

...one of the main people that we must be aware of is General Sulla. The background of which lies in the messy situation surrounding the Dominion War, specifically the use of the Remans in the name of the Star Empire that was designated to eliminate the said threat. As one notes, the leadership in the Imperial Romulan Legions, proved to be of fault. Many of the leaders within those ranks were immediately picked off due to the excellence of the Jem Hadar.

General Sulla was one of those conscripted leaders that arouse due to the absence of them. He proved his worth through experience. It is at this point that he became aware of Earth Culture, specifically Western European. He pioneered the co-operation of his horde (inherited through the loss of his leader) with Federation troops. He openly embraced this heritage to the point that he abandoned his own culture, started to only speaking English, and carried these ideals to his troops.

This proved to be a curious note due to the rise of Praetor Shinzon. It is unclear the relationship that the General had with the former Praetor. Although it is noted that the former Praetor was of the garrison that had fought in the Dominion War, the records of which are severely lacking due to the continuing strife in the former Romulan Star Empire. With this concept put forth, the General did not rise with the former Praetor with the consequential attacks when Praetor Shinzon was killed. General Sulla, as noted in the other associated documents, was associated with the outlining areas, not so much with the cities, but of those words that were already cleansed in the damages that was wrought upon the Cardassian Union.

General Sulla pointed out to others in documents spread out amongst his fellow Reman soldiers in rebellion, was the possibilities of the deserted worlds. He pointed out that the Remans now disenfranchised of their right and power, could exact it with brute force. The concept was based on the long ago Meiji Restoration in which the Remans could out-legitimize the already stated authorities supported by Earth and her allies.

In the lull between the “security review” and the transitioning of troops to the newly implemented Transitional Authority of the Romulan Star Empire, the Remans were overtly persecuted by the Federation allies. General Sulla was treated as a threat. In this aspect, that motion supported him outright, even going to the point that he was stereotyped as an equal to Praetor Shinzon – a “thug, murderous assassin, not humanoid” – in a climate that was overtly pro-humanoid.

Then there is the current absence dealing with the Transitional Authority. There is no continuance of the former loyalty that Earth had with their allies. There is no measure of loyalty to Earth, with the exception of the cities, and in this regard, there is a distinct rise of Remans who have become “civilized” in the aspect of their speaking English, carrying on with English mannerisms (specifically American that of North America), and has become that role in which General Sulla advocated as well as those given to outright piracy against any merchant ships.

General Sulla is a very interesting character. Will be fun to watch where you take this. Stories that are post Dominion are all interest me. Keep it up!!!

Note: The first excerpt is from the Opinions page (about six months back; I sincerely forget the actual date of this piece) of The Union Tribune. The reason you haven’t heard of this electronic broadsheets is two reasons; one is that it was an informal publication and the second being of its cancelation by Regional Command due to its content. I might add that the FNN doesn’t actually cover this area even though they have a virtual monopoly of the content here. At the publication of the article and even today they would rather interview Captain Janeway’s promotion ad nauseam. I think this is a big pile of socket wrenches. Who cares about reformed Marquis Agents compared the relative mess that is the former Union and the Star Empire? I digress...

The lack of diversity within the Transitional Authority of the Romulan Star Empire is starting even with two years under its belt as an interstellar recognized nation-state. Due to the fears of the late Praetor’s ascension of power, it is only natural for the Romulans to openly suspect their fellow species as betrayers. However, they are making the right steps in accepting them in their Senate, albeit in a limited role.

Underlining this acceptance is the significant lack of Remans in the Star Empire. When a census from the pre-dissolution of the Romulan Star Empire is compared to those issued of the Transitional Authority, there is that large hole that no one is willing to address. Recent patrols in the outlining systems of the Romulan Star Empire have only turned up dead worlds, not by humanoid hands, but by simple abandonment.

The issue that perhaps drives this abandonment can be described on a sentence engraved in a door on a dead world – “You killed our General”. Indeed, this simple statement describes the general false assumptions that Earth has made into truth; that the Romulans love us and that the Reman threat to Captain Picard has been addressed. The exact ways of achieving that is the discontinued “Security Review” launched for two solid years.

These statements are nothing new. This reality is nothing new, especially for those transfers from the other Transitional Authority. The mere fact that the diversity in the Senate is a growing sign of the general false attitudes that the Federation cultivates is. It can be said that Remus was the far weaker ‘species’ of the Romulan Star System. Now it is simple fact; Romulus has won.

How does one address this? To do this, the Transitional Authority in Romulus must face the fact that the support one gets in “eliminating fighters that use terror and unsanctioned tactics” is doing more harm than good. The fact must be emphasized with our Romulan allies that we are trying to help them achieve democracy; not their current oligarchy. The Federation must own up to the very principles it was founded on.

A surprising fact of all the various turmoils that have embroiled the former Cardassian Union is the appearence of a humanitarian gesture done by the eccentric General Sulla and his allies. Apparently, General Sulla has managed to procure enough materials to build his fledging interstellar state a navy, and sent it to protect the humanitarian convoys. These protections have been gracious "donated" by General Sulla without any offering of payment; simply the reason of the "humanitarian needs of every person in this sector of space".

The ships that have adopted this protection duty are of an unusual make. So far, only eight of these ships have been sighted. Two of them are of the model as seen precipitating the Romulan Civil War, one of them being of a spare Klingon bird-of-pray, and the others being a composite of older Federation vessels. Their main line of attack is the Breen weapon, followed by weapons mounted on the skin of the ship, followed by boarding parties in smaller shuttles. Even though these ships are of war, none of them show hostile intent towards the unarmed civilian ships.

Analysis of General Sulla's plan is difficult due to the open nature that his faction has towards the remaining Federation garrisons. Several times his faction invited Starfleet members to visit his worlds. Current finances have prohibited a full investigation. Suffice to say, it is highly recommended that some effort should be given to ask for help by these good natured souls.
