It’s easy:
They are stealing something from Daystrom.
So they steal something more obviously big and dangerous at the same time, use it, get all high alerts, then leave a relatively easy breadcrumb trail to follow that can be wrapped up easy. Everyone pats themselves on the back, and likely doesn’t know why the other thing was stolen — it’s Ferengi behind the theft, maybe he’s just gonna sell collectibles. Either way a lot of noise is made over *here* and solved, and no one really pays attention to what’s happening over *here*.

We do not know why they need Picards body yet, but it’s doubtful anyone would have cared, certainly not immediately — wormhole weapon is a bit more of a priority — unless Ro hadn’t already being looking into things, and anyone else investigating is maybe not as tenacious as Raffi and Worf.

Which is *why* they go back to Daystrom, who are institutionally paranoid enough that they don’t like to admit to having one thing stolen, let alone another — which they *really* shouldn’t have. Exotic weapons and alien tech is one thing, but peoples human remains are another ethical question that they wouldn’t want to talk about. (And the changelings can nip any investigation in the bud — which we see happen.)

Data is being used as a computer security system, because it turns out that’s pretty much all he is useful for. It’s ghoulish — but prefigures the other ghoulish things. And it would not surprise me at all if it’s a bit of foreshadowing too. That we have yet to see.

The changelings we see seem to be essentially foot soldiers, hired help, henchmen — like a Bond movie.
We’re not going to know for sure til we see the big finale.
 
I'm afraid I am following it just fine and enjoy it just fine.
Me too. I started watching this season late and have been catching up. I have avoided reading comments in this forum to avoid spoilers and that has spared me all the nitpicking and complaining that Trek fans are so good at.

I am having a blast watching this season and have no major complaints. Probably the best season of Star Trek since DS9's last season.

This is the part that gets me. So, the changelings have infiltrated Starfleet so much why did there need to be a theft to begin with? Why not go in as Section 31/Starfleet and just say they are transferring the body and kill and replace relevant people at the station? Starfleet is so infiltrated that multiple ships have several changelings and Janeway's assistants are apparently changelings so why did they need to stage a theft?

Noise being made and problem solved and no one knowing Picard's body was stolen doesn't make sense to me either. There's a theft and Starfleet knows the portal weapon was stolen weeks ago so why would they not check to see what else was taken? Starfleet shouldn't just go "ok the portal tech was stolen..lets stop looking to see what else may have been taken" Maybe I'm overthinking it and non-changeling Starfleet did know but since it's just a dead body (as far as Starfleet is concerned) so they don't care. But then if Starfleet DID know Picard's body was taken what did the portal attack accomplish? And if Starfleet didn't know because they were infiltrated why have a theft and attack? Maybe Starfleet did know Picard's body was taken but don't see it's value and thought the criminals just took it because it's Picard but were really concerned about the Portal tech? I think I'm really overthinking this LOL

Basically yeah — the Starfleet that are still Starfleet are gonna be hunting a portal weapon and terrorists *not* Picards body. Because it’s less urgent.

If the Changelings could have just walked in, we can assume they would have — but, at the same time, the highly sophisticated AI (Data) would recognise if it was say Picard claiming his own body, (Its highly likely the Picard body was not something they would admit to having) and there would be no distraction. They *want* the diversion. They have enough infiltrators to be able to say ‘don’t look into the missing body, the portal weapon is clearly the big deal’ which may even seem sensible. ‘Don’t bother investigating the Daystrom break in at all’ was their operandi, because of a bit of deniability, and because tracking down the weapon is a nice distraction from looking into the details.

It’s strongly stated that this isn’t just *any* Starfleet warehouse, but a black site, possibly even section 31 (Bleargh) rather than straightforward Daystrom/Starfleet— they likely do not have anyone with clearance just yet.

Saying ‘we had secret alien weapon hidden and it’s been stolen’ leads to less questions than ‘one of our big heroes had his body stolen, and no one even knew we had it, some of you didn’t even know he wasn’t using it anymore’ is much bigger can of worms for something like the federation.

Ironically, in political terms, Picards body isn’t the dead cat, the weapon is.

I’m still putting money on Picards nano spoodge, Borg, and that weird virus on the enterprise during BOBW they retconned in way back in the early season. Picards brain has the virus, and Borg-b****** is how Beverley helped pass it on to Jack. We already had Jack do the first contact mirror reveal after all.
