Not only can you skill up, but if you have C-Store or store bonus boffs, you can claim them and seat them. I did the tutorial today with my "starter" Tactical boff, my Holographic Science boff, and my Liberated Borg Engineer, all equipped with Tribbles, and partly with my Del Taco shuttle following me.
Could have given them all TOS Phaser 2 if I wanted, but it's my Foundry toon, and I'm going "TNG Movies" with him.
I have the Amazon Collector's Edition and Steam Deluxe Digital Download (you can install mulltiple keys). I started all my characters with the Liberated Borg BO Engineer, Light Phaser Turret, Automated Defense Battery, Red Matter Capacitor, plus a few other benefits. Re: 50% ship sale.
AGAIN thinking about the Galaxy-X class ship. Seems like 50% is too good to pass on, so might have to get it this time. Problem THIS time is that they're going to release the Season 4 upgrade sooner or later, and with it, Tier 6 ships, no? Not sure I wanna spend money on this ship if it's essentially obsolete in a month or so. If I pay for it, but then the Tier 6 ships come with more BO slots or whatever, it's a pretty big disadvantage, no?

Why wouldn't they, though? Be strange to increment the ranks and gear but not the ships.
It's kinda shitty the way the BO slots work, anyway. You spend all this time on upgrading your BOs, and then even on the highest-powered ship you can get, can't use most of them. Tac officer is fully spec'ed out, and can't use more than their LT powers. Same with SCI. Can switch ship types but then the others drop off. Would be nice to get access to more powers. Fine with not using more BOs at once, but more of their powers would be nice, or even ability to spread them out. Only using a small amount of TAC and SCI powers, but having 3 ENG officers is overkill. I'd love to drop an ENG slot to get another TAC or SCI. But happiest with the skill ability of the Cruiser ship (as opposed to the hit and run style of the Escorts), so kinda stuck

Not really; all the other tiers cover 10 levels, but T5 covers 15 currently. Having it cover 20 isn't much of a stretch beyond that, and diminishing returns ought to apply at some point if you don't want to end up needing to figure out a crapload more ships for T6-10.
At some point they're going to redo how the whole thing works anyway, so that we can keep ships longer.
