I wish I could transfer fleet credits between alts, of my two fed characters on e has over 1,000,000 fleet credits and nothing to spend them on, while my other fed and fed aligned rom could use some extra ones.

What DPS imperative is this? The type of ship is not the biggest factor when generating DPS for missions and queued events are concerned. The ship's weapons/gear, character skills/traits and player skill play a much bigger role in determining a ship's overall DPS.

True, but there are some people that believe if your ship does not have a 5/3 weapons layout and at least 4 tactical consoles you needn't bother to show up cause you will slow them down for a second.
Meanwhile I managed to get to level 60 in a nearly maxed out T1 Constitution class, with 3 weapons, 4 consoles and 3 ensign stations.
