But....nation? Why does the blurb keep referring to the Federation as a nation?

Political sense has gradually taken over from racial meaning "large group of people with common ancestry."

The novelverse has clearly established the Federation as a nation (perhaps as a "nation of nations," but still), and that's the interpretation I tend towards as well.
