Heh... She actually kind-of did in the premiere, when she got jacked-up on that speed-like truth serum-whatever stuff. She was literally talking as fast and nearly as nonsensical as Mariner can get sometimes.
I do not in any way think that's a coincidence. They started off Season 2 following in Orville's shadow, something new and different that was able to deliver interesting sci-fi stories while still being able to poke fun at themselves and not be so bloody stiff. Enter Linus sneezing on people in the turbolift, re-introducing himself as a reasonably decent comedy relief on S2's first trailers. Disco S3 continues in LD's shadow, that cranked the meta humor up to 11. They are realizing that they don't need to have a titanium rod shoved up their collective asses a-la BermanVerse to deliver a good story. They're starting to relax a bit, but they still seem to be having a hard time fully embracing it due to the dramatic aspects the show normally demands. I don't think they entirely "get it" quite yet, but definitely better than they were doing in the beginning. Baby steps, an' all that...

Ultimately, she's her own person. And in a chain of command, you can't be your own person. She's also a natural leader. But Starfleet isn't going to make her a Captain when they don't even think she should be First Officer. So it all adds up to her becoming a free agent who can work with Starfleet instead of for it.She took off her badge in the last episode. I think we might be seeing congruant storylines with Burnham and Book as one and what happens with Starfleet and Discovery as the other.
