It's called New Zealand.

Its has been recrafted into the LARPing Islands specifically for a large scale Lord of the Rings group that has been going on since before Starfleet was founded. Sato was doing linguistics...making sure people knew how to speak in the correct elven tongues when needed. Criminals get to be orcs, background humans, or hobbits. Extreme criminals get to be people that get killing in canon by the hero characters, and thus "die" over and over again to each new group of heroes that run a play-through of the LARPing Islands. By the time of Tom Paris, the holodecks have made the LARPing Islands redundant, but they still have penal workers reset the props and move rocks and fields "in game" so that the players don't all have to be farmers or orc slaves.
