Maybe they didn't feel the need for a counselor on a warship.
I can see that as a reason.
I can also see that having one on board during a time of war woukd help the crew, particularly if a lot of them see a lot if horrific action.
Another scenario occured to me... what if the Klingons invaded Betazed? Troi might be fighting a ground war... she might even be closer to being Macha Hernandez, what Marina originally was going to be cast as. We have no reason to believe this didn't occur.

A deleted scene that explains why the Xindi sacrificed the element of surprise by attacking earth with a small prototype device instead of waiting until the planet destroying finished model was complete.
In all seriousness, pretty much restore every deleted scene in Star Trek Nemesis. Then it might be halfway worth watching.

In Star Trek V...A deleted scene that explains how "brilliant" Sybok waited and worked for 25 years, perfecting two things:

(Now that I'm thinking of it, did Nikolai ever have to answer to someone or some committee for going behind Picard's back, hacking the systems of the Enterprise, and so on?)
