Worth noting that you can play the game through at upscaled DVD quality online.

Or you certainly could a couple of years ago. I'm overseas with limited data so can't test just now! Hopefully it does still work.

Yeah I've played it before, but I want to be able to play it offline which is why I need help getting the dvd iso working.
 
I figured it wouldn't hurt to try. I'd really like to get this iso playable.
Well, it's not a video DVD, and it sounds like you're trying to treat it like one. What you need is something that'll run the actual game app, a compatibility mode or emulation layer for the Windows 95/98 executable. The Omnipedia EXE should be a separate app from the game itself, there must be another EXE on the disc that's the game or an installer.

There are no other exe's and a software player wasn't included like other dvd-rom based games. However, I was able to start a game in vlc by going to the playback menu and selecting title 2 and changing the audio to English, but the mouse controls are hit and miss. Sometimes they works, sometimes they don't and there's no number pad for the turbo lift to go to the control room.
I found another software player called Leawo Blu-Ray player, that brings up a dvd menu and allows you to start a new game, use the tricorder and save a game. Unfortunately it has an annoying popup that wants you to pay for a subscription and it obstructs game play. I tried several other player, but no luck.

I got it working. Turns out it was a region issue so I removed the region code along with the Japanese language and now it plays.
