If you're talking about Dr. Strange as the reboot, no. The only live-action version of Dr. Strange that exists was of a pilot from the 1970s that did not sell to series. It did air, but only once. I saw it, and I enjoyed it at the time.
Chances are that it has no relevance to the plot whatsoever. Remember that the project name/working title during filming for the 2009 movie was "Corporate Headquarters".So is "Washington" just a code name chosen at random, or a pointer to the plot?
